~

EN HILLS

MEMORANDUM

DATE:

March 9, 2009

TO:

Mayor and City Council

FROM:

Greg Hoag, Public Works Director

SUBJECT:

Emergency Vehicle Preemption (EVP) Project

BACKGROUND
In October of 2005 the Ramsey County Sheriff s Department contacted the Ramsey County Traffic
Engineer and the Cities of Arden Hills, Little Canada, Shoreview, and Vadnais Heights about
installing EVP on existing traffic signals throughout the County that currently do not have it. The
City of Arden Hills has had this project identified in the Capital Improvement Program for the past
three years. All of the jurisdictions have now coordinated with each other to complete this project in
2009. The County will lead this project and the costs will be split with the cities on an intersection
by intersection basis depending on the needs at each intersection. Ramsey County has developed
plans and cost estimates for this project. The Arden Hills estimated cost for this project is $31,500.
(See Attached) At this time plans and costs have been included for the Highway 96 and West Round
Lake Road intersection, however this intersection may be removed from the EVP project with the
pending Highway 96 reconstruction project.

RECOMMENDATION
It is recommended that Arden Hills participate in this project. The project will be funded using State
Aid Roadway Funds.

COUNCIL ACTION REQUESTED
Motion to authorize Arden Hills to participate in the Ramsey County led Emergency Vehicle
Preemption (EVP) Project at a cost not to exceed $31,500.
