<br />~ <br /> <br /> <br />MEMORANDUM <br /> <br />DA TE: <br /> <br />March 5, 2009 <br /> <br />TO: <br /> <br />Mayor and City Council <br />Ron Moorse, City Administrator <br /> <br />FROM: <br /> <br />Kristine Giga, Civil Engineer <br /> <br />SUBJECT: <br /> <br />2009 Pavement Management Program- Glenarden Neighborhood <br />Approving Plans and Specifications <br />Ordering Advertisement for Bids <br /> <br />BACKGROUND <br />On January 12, 2009, a public improvement hearing was held for the 2009 PMP project. <br />Following the hearing, the City Council ordered the improvement and preparation of plans and <br />specifications of the proposed project. The next step in the process is for the City Council to <br />approve plans and specifications and authorize the advertisement for bids. <br /> <br />DISCUSSION <br />State statute requires a City Council resolution approving plans and specifications and ordering <br />the advertisement for bids for all public improvements to be assessed. Since a portion of the <br />costs for the proposed project will be assessed to benefiting properties, the adoption of this <br />resolution is required. <br /> <br />Street Improvements <br />The attached figure depicts the proposed street widths throughout the neighborhood. The <br />majority of the neighborhood will have streets 28 feet wide; some of the street segments will be <br />narrower due to existing narrow streets and to minimize tree impacts. <br /> <br />Concrete curb and gutter is proposed throughout the entire neighborhood to provide support to <br />the edge of the bituminous roadway and to aid in stormwater management. One of the resident <br />comments from the most recent open house for the project was to consider bituminous curb. The <br />price of bituminous curb is approximately $2 per foot less expensive, however, staff feels that in <br />the long run, the cost to maintain and replace bituminous curb will outweigh the additional cost <br />at this time.
