<br />Safe Routes to School Project Review - 03/16/09 <br /> <br />BUDGET <br />When the grant was written in 2007, the preliminary cost .estimate for this project was <br />$263,145.60. After completing a refined environmental investigation and revising the plans to <br />meet the Rice Creek Watershed District's (RCWD) wetland protection requirements, the <br />engineer's estimate is $442,665.37. This is mainly the <br />result of items added to comply with the RCWD's wetland protection requirements and <br />necessary drainage improvements. The preliminary plans for this project are attached <br />(attachment Ib). A summary and explanation of the changes to the project estimate is as <br />follows: <br /> <br />1. Pathway: The original estimate used 2007 construction unit prices. The increase to <br />this portion of the project is the result of increases to construction costs in the last 2 <br />years. Estimated cost: $14,471.00 <br />2. Retaining Walls: In order to avoid impacts to the wetland, and keep the pathway on <br />public land, it will be necessary to construct a retaining wall along the pathway east <br />of the lift station road. This wall will be between 4 and 5 feet tall. Also, for safety, <br />we will need to install a fence along this portion of the pathway. Estimated cost: <br />$66,375.00. <br />3. Drainage: There are three main items that were identified as drainage needs for this <br />proj ect. These were; the creek crossing in the Ramsey County Open Space, drainage <br />improvements, and erosion control. <br /> <br />. Creek Crossing: $75,,000 <br />A portion of this project connects County Road E-2 to Venus Avenue through <br />the Ramsey County Open Space. This open space contains DNR protected <br />wetlands as well as a creek. Any modifications to the crossings or wetlands in <br />this area require a permit from Rice Creek Watershed District. After reviewing <br />the project with them, they are requiring that the new creek crossing be sized so <br />it does not impe~e the flood plain of this natural drainage way. There are two <br />ways that this could be accomplished; by constructing a bridge or by building a <br />culvert. Since the cost to construct a bridge would be between $150-250,000, <br /> <br />2 <br />
