Major redevelopment projects within City <br /> <br />Staff recommends that all new street construction and street reconstruction in Arden Hills <br />includes concrete curb and gutter for a number of reasons: <br />. Provides a stable maintenance edge for plowing and sweeping operations <br />. Reduces plow damage to yards and mailboxes <br />. Protects the edge of the bituminous surface from deteriorating <br />. Aids in storm water management <br />. Reduces erosion from boulevards/lawns <br /> <br />Capital Improvement Plan (CIP) <br /> <br />In determining the five year CIP, staff drives and reviews the streets throughout the City each <br />year. Pavement conditions are evaluated, and projects are identified. Staff then reviews <br />performance history of the utilities in each of the identified areas to help determine type of <br />maintenance applicable, as well as project timing. As the streets are reviewed annually, projects <br />are shifted as needed. For example, if a street has deteriorated faster then anticipated, the project <br />may be moved up in the CIP. Conversely, if a street's condition has not worsened as projected, <br />the project may be delayed for higher priority projects. <br /> <br />Project Schedule 2009-2013 <br /> <br />The attached map identifies PMP projects proposed for the next five years. Staff has <br />programmed these projects based on pavement condition, need for additional utility <br />improvements and which funding sources will be utilized in addition to the PIR Fund and special <br />assessments (Utility Enterprise Funds, State Aid Funds.) Prior to initiating any of the PMP <br />projects, staff reviews the conditions in the field to verify that the project is being approached at <br />the appropriate time. <br /> <br />CONCLUSION <br /> <br />Staff is requesting questions and comments from the City Council regarding the PMP <br />implementation plan. <br />
