-
4_1IILLS

MEMORANDUM

DATE: April 27, 2009

TO: Mayor and City Council

FROM: Ron Moorse, City Administrator

SUBJECT: TCAAP Update

Tax Increment Financing Legislation
The Ramsey County Board, at its April 21 meeting f approved its support for the Arden Hills
TIF legislation, to include it in the County's 2009 Legislative package and authorized
representatives to work with members of the legislature to seek its approval.

CR H Interchange Funding
We are submitting a High Priority Project funding application for the CR H/I35W interchange
project through Representative McCollum's office. Representative Oberstar has also indicated
he is supportive of this application.

Meeting with Army/GSA
Representatives of the City and Ryan Companies met with representatives of Army and GSA on
April 22 in Washington D.C. The meeting was facilitated by Representative McCollum. The
purpose of the meeting was to move the sale of the property forward by working through
outstanding issues such as the cost of site clean-up. The meeting was productive in that we did
agree on a path to move the sale forward. The City and the Army will develop a schedule of
action items necessary to reach agreement on the clean-up costs, and to obtain necessary
approvals from regulatory agencies regarding the site clean-up. A conference call between the
City, RRLD, Army, and GSA will be scheduled for May 1 to discuss the schedule of action
items.
