contract with Frattalone Companies, Inc. of Little Canada, Minnesota, for $1,196,405.98 <br /> in the name of the City of Arden Hills for the above improvements according to the plans <br /> and specifications thereof heretofore approved by the City Council and on file in the <br /> office of the City Administrator. <br /> 2.
