Pian Evaluation <br />1. Site Plan Review — Section 1260: Sign Standard Adjustments <br />Section 1260.01 of the Sign Code permits adjustments to sign height, number, type, <br />lighting, area, and/or location through the site plan review process if criteria number one <br />or two is met and the required criteria number three is met. In this case criteria one and <br />three are most applicable. The criteria are as follows: <br />1. There are site conditions which require a sign adjustment to allow the sign to be <br />reasonably visible from a street immediately adjacent to the site; or, <br />2. The sign adjustment will allow a sign of exceptional design or a style that will <br />enhance the area or that is more consistent with the architecture and design of <br />the site; and, <br />3. The sign adjustment will not result in a sign that is inconsistent with the purpose <br />of the zoning district in which the property is located or the current land use. <br />The applicant submitted a letter responding to the above criteria (Attachment A). <br />2. Purpose of the B-2 District <br />According to Section 1320.04 Subd. 7 the purpose of the B-2 General Business District is <br />as follows.- <br />1. <br />ollows: <br />1. To be a place in which people can live, work and play. <br />2. To create a compact, architecturally diverse, pedestrian- and bicycle -friendly <br />community with a distinct identity. <br />3. To provide a connected sidewalk system and places for people to gather and <br />socialize. <br />4. To implement design standards to promote an attractive environment with <br />lasting and sustainable value. <br />5. To group compatible retail and service business uses that tend to draw trade that <br />is naturally interchangeable and promotes business prosperity. <br />6. To provide an adequate supply of businesses and professional service areas to <br />meet the needs of the residents. <br />7. To minimize the effects of traffic congestion, noise, odor, glare and similar <br />safety problems. <br />8.
