ARDEN HILLS CITY COUNCIL WORK SESSION - NOVEMBER 19. 2008

8

Mr. Samuel went on to further explain Option 2, having 60% of a structured edge
with 40% natural vegetation edge. He indicated Option 3 would have a 100%
natural edge.

Councilmember Holden indicated she would be in favot of more green space.

Mayor Harpstead added that he was in favor of the first north pond, but more
green space north of it. He eXplained he was in favor of the south pond moving
towards the entrance to add to the welcoming effect of the park with a small hard
edge.

Discussion ensued regarding the placement and surtounding structure of the ponds
within the large green space.

The Council was in favor of the third picture, taking that pond and putting the 90%
hard edge for the north pond.

Councilmember McClung indicated he was in favor of the 90/1 0 split and agreed
that the south pond should be further south with 10% structure.

Mayor Harpstead stated he thought it would be appealing to have water within
the south pond with the structured edge.

Councilmember Grant was in favor of a structured edge around the pond. He felt
this was more upscale and would add to the value of the area, along with easier
maintenance. Councilmember Grant stated he could see a 90/1 0 split on the
north pond with a 50/50 split on the south pond.

. Councilmember Holden indicated if everything were perfectly manicured it may
be nice to have some area surrounding the ponds natural.

Councilmember McClung explained he was a proponent of the surfaces used
around Centennial Lakes. He stated he would like to see the north pond with a
structured edge and the south pond more like a mini "Lake of the Isles".
Councilmember McClung indicated he felt this would create a great ehtrance to
the park.

Councilmember Grant questioned if a structured edge were used and rocks were
added would this be considered a natural edge. He stated his only concern with the
structured edge would be the growth of weeds.
