<br />ARDEN HILLS CITY COUNCIL - December 8, 2008 <br /> <br />8 <br /> <br />Councilmember Holden asked what would happen if a church wanted to add a <br />drive up widow as a book drop off point. She asked if the regulations would <br />prohibit this. <br /> <br />City Planner Beekman stated that based on the definition a drop off window <br />would not be the same as a drive-up window. At a drive-up window a person is <br />receiving items from the window. She also stated that drive-up windows could be <br />allowed through the variance process. <br /> <br />Councilmember Holden asked how unreasonable traffic was defined in Item C. <br /> <br />City Planner Beekman stated that a traffic study would be required in the B2 and <br />B3 Districts for any new development in order to determine this. <br /> <br />Councilmember Holden asked if the traffic study was for the business and their <br />parking area or if the study was for the City's streets that may be impacted. <br /> <br />City Planner Beekman stated that both would be encompassed. <br /> <br />MOTION: Councilmember McClung moved and Councilmember Holden <br />seconded a motion to Approve Ordinance 2008-014 to amend Section <br />1325.04, Subd. I and Subd. 2 regarding Drive-Up Windows, as <br />Presented in the December 8, 2008, Report to the City Council. The <br />motion carried unanimously (5-0). <br /> <br />A1. Motion to Adopt Utility Rates as Presented in the Rate Study, <br />Water Option II, Sewer Option II A, and Surface Water Rates <br /> <br />Finance Director Susan Iverson stated in January 2008, the Council authorized a <br />rate study to be performed by Ehlers & Associates, Inc. Ehlers presented the Water <br />and Sewer portion to the Council at its May work session. At that time, Council <br />asked for some further analysis. Ehlers presented the additional analysis at the <br />Council's November work session along with the Surface Water Management part <br />of the study. Council directed Ehlers to prepare the rates based on the Water- <br />Option II and Sewer-Option II A. They also requested that senior discount be <br />phased out over three years. The senior discount at last count in 2007 was <br />estimated to cost the City over $50,000 a year. We still need to pay the <br />Metropolitan Council for treatment of this discharge as well as maintain our sewer <br />lines. She presented the Council with a detailed listing of the new rates being <br />proposed by category and year. The rates being adopted tonight are for 2009. The <br />increase in water is 10%. The prices for 2009 also bring the City into compliance <br />
