<br />~ <br /> <br /> <br />MEMORANDUM <br /> <br />DATE: <br /> <br />May 18, 2009 <br /> <br />Agenda Item I.B <br /> <br />TO: <br /> <br />Mayor and City Council <br /> <br />FROM: <br /> <br />Ron Moorse, City Administrator <br /> <br />SUBJECT: <br /> <br />TCAAP Vision <br /> <br />Back2:round <br /> <br />In the aftermath ofRRLD terminating their agreement to acquire and develop a portion of the <br />TCAAP property, and the City's rescission of the Offer to Purchase with the General Services <br />Administration, the Council has an opportunity to revisit its vision for the property, as well as <br />discuss options for transfer of the property that would enable the Council to achieve its vision. <br /> <br />Why Develop a New Vision or Revisit the Vision? <br /> <br />Despite the rescission of the OTP, the Army has indicated they still want to transfer ownership of <br />the TCAAP property. While the transfer process has yet to be determined, we now have an <br />opportunity to review the vision for the TCAAP property under these new circumstances. With <br />what we have learned over the last few years, has the community's vision for this property <br />changed? <br /> <br />The community's vision for the TCAAP property will provide a 'framework for the upcoming <br />meeting with the Army/GSA and Rep. McCollum's office regarding the City's interests related <br />to the property and transfer options. <br /> <br />Vision for TCAAP <br /> <br />The vision for TCAAP could address a number of elements, such as: <br />. Benefits to be provided to the community/region <br />· Current community needs to be met <br />. Future community needs to be met <br />
