The property is zoned B- <br />1, and serves as the 191 acre campus for Bethel University. <br />The proposed facility entails installing a stealth 75' pole and a 12' x 20' equipment <br />shelter on the eastern side of the campus. The proposed stealth pole is next to an existing <br />campus parking lot and except for the proposed pole being 75' in height, it is similar in <br />design and color to existing light standards within the campus. The site location that was <br />selected allows the nearby mature trees to substantially screen the facility from off site <br />view. The nearest property line to the stealth pole is the Hamline Avenue North Right of <br />Way line which is approximately 170' to the east of the site. The only off site property <br />that may be able to see a portion of the facility is the industrial property to the east across <br />Hamline Avenue North. A photo- simulation of the proposed facility and a zoning map <br />with the site location depicted are included with this application. <br />The proposed facility will allow AT&T Mobility to provide quality in -building wireless <br />voice and data service to Bethel College and this portion of Arden Hills. A University <br />campus is unique in that there are numerous large brick buildings that house students and <br />faculty for the primary purpose of education. Most students use a variety of wireless <br />services daily for education research and communicating. The proposed AT&T facility <br />will ensure that the campus is covered with sufficient system capacity and signal strength <br />to provide coverage within most of the campus buildings. It is important to note that in <br />order to ensure adequate signal strength and capacity within a college campus, a wireless <br />facility needs to be located within the campus if at all possible. This is due to the high <br />concentration of users in a relatively small geographic area and the number of buildings, <br />
