ARDEN HILLS CITY COUNCIL WORK SESSION - JANUARY 20, 2009

14

Councilmember Grant questioned if the sump pump inspections required a
program or process and if so, has staff begun drafting such information. He
indicated he would like to see some dates and expectations on how this task will be
completed to be monitored by Council.

Mayor Harpstead agreed with this suggestion and requested that a work plan be
brought back to Council for the sump pump inspections by the first of March.

Councilmember McClung thought a time frame would be crucial in achieving
goals with the sump pump inspections.

Councilmember Grant questioned the increased inflow caused by a defective
sump pump.

Mr. Janski stated the Met Council reports this to be 6 gallons a minute.

Mayor Harpstead stated that this could be a significant number if 10% of the
City's sump pumps were incorrectly connected.

Councilmember Holden questioned why the sump pumps were not inspected first,
if they were such a growing concern.

Mr. Janski indicated the City system had to be inspected first before moving in the
residential homes. He stated at least the City knows now where the problem would
be coming from and not an adjacent manhole or City pipe.

It was the consensus of the City Council to direct staff to report back with a sump
pump plan by the first of March along with a manhole rehabilitation project plan.

F. Walgreens Concept Review and Transportation Discussion

Community Development Director Lehnhoff presented the City Council with a
concept review for Walgreens along with a transportation plan. He indicated the
two parts that will be discussed would be the overall site layout along with the
transportation in and around this property.

Community Development Director Lehnhoff stated this property was in the B2
zoning district. He explained the Council was not being asked to make any
decisions at this time but to respond with comments or questions to the
presentation of the concept plan.
