ARDEN HILLS CITY COUNCIL - March 30, 2009

11

City Engineer Giga stated that the current width is 35 feet including the sidewalks.

City Engineer Bloom stated that the widening would go from the 35 feet that exist
today to a total of 42 feet. There is additional structural analysis that would need to
occur for this. The result of the meeting was the widening of the bridge may trigger
a variety of other things that are outside of the scope of the City. The City would
not be able to get a letter of support from MnJDOT for the County Road E-2 Bridge
Improvements project by the deadline date.

Councilmember Grant asked for clarification on what was meant by widening.

City Engineer Bloom stated that at this time they have only talked to MnlDOT
Bridge and they are the group that the City would need to get a letter of approval
from for this project. At this time what they have told the City is that they would
not be able to provide such approval.

Councilmember Holden stated in the B2 Plan the City wanted to pursue this
bridge and this was one of the priorities and now this project is going to be more
than was estimated with the B2 Plan.

City Engineer Giga stated that there was another option suggestion at the meeting
and that was to pursue a stand alone pedestrian bridge on the north side. The
proposal that was submitted in 2006 for the Cooperative Agreement was a 7.5 foot
sidewalk attached to the bridge, which is currently substandard to MnJDOT
regulations that recommend a minimum of 8 feet. If a stand alone bridge was built
it could be built to the width that the City wants. The preliminary costs that
MnJDOT Bridge provided was about $750,000 to $1,000,000 depending on the
amount of right-of-way that would need to be taken. There are other factors that
also need to be looked at including utilities and water mains.

Councilmember Grant asked if City Engineer Giga was referring to a separate
stand alone pedestrian bridge.

Mayor Harpstead asked if this would be a steel construction.

City Engineer Giga stated that she was referring to a separate stand alone
pedestrian bridge possibly constructed with steel.

Councilmember Holden asked if there would be enough time to complete this
option for the ARRA funding.
