ARDEN HILLS CITY COUNCIL WORK SESSION-APRIL 20, 2009 9 <br /> explained the direction at this time was to staff one station, which would reduce the <br /> need for capital put into Station #1, along with equipment savings. <br /> Mayor Harpstead stated that joint powers agreements could be explored with <br /> North Oaks for the extreme northeast areas of the coverage. <br /> Mr. Adair stated the staffing model that is being explored would allow the part <br /> time employees to know when they are going to work and when they are going to <br /> be off. <br /> Mayor Harpstead indicated the CIP was based upon the current operational model <br /> of the Lake Johanna Fire Department and not the proposed staffing model <br /> Councilmember Holden questioned the department's philosophy on the CIP and <br /> which items were needs versus wants. <br /> Fire Chief Boehlke indicated the rising costs for items are greatly affecting the <br /> budget along with staff cycling in and out of the department. He explained capital <br /> budget items are needs that exceed $5,000. Fire Chief Boehlke stated that items <br /> were not spent unless there was a need, explaining that items slide from year to <br /> year until needed. <br /> Councilmember Holden asked if fire department building meeting rooms could be <br /> open for public use. <br /> Fire Chief Boehlke stated this has been tried in the past but has been a concern <br /> with how to keep the residents from getting into spaces they don't belong. He <br /> stated future improvements could be done in such a way to make this possible. <br /> Mayor Harpstead thanked the Fire Chief and Deputy Fire Chief for their time and <br /> information. <br /> E. Lift Station #7 <br /> Public Works Director Hoag presented the City Council with information on Lift <br /> Station #7. He reviewed answers to the questions asked by Council last week. <br /> Public Works Director Hoag noted he spoke with the City Attorney regarding this <br /> issues with the lift station and that it was his opinion the City could move forward <br /> with the purchase and repair of the pumps while enforcing the Ordinance. <br />
