AR—DEN HILLS CITY COUNCIL—May 26, 2009 11 <br /> MOTION: Mayor Harpstead moved and Councilmember Grant seconded a <br /> motion to Approve Maintenance Agreement for Stormwater <br /> Management Facilities between Rice Creek Watershed District and the <br /> City of Arden Hills for the 2009 Pavement Management Program. <br /> Councilmember Holmes stated that there were no other options being presented <br /> beyond the rain gardens. She expressed concerns that rain gardens were the best <br /> answer to infiltration in this area. <br /> Councilmember Holden clarified that rain gardens were not the only option but <br /> rather the first choice. <br /> City Engineer Bloom stated that the rain gardens were selected based on the cost <br /> and interest of the residents to support rain gardens. <br /> Councilmember Holden clarified if the residents had not volunteered to support <br /> rain gardens then an alternative option would have been selected. <br /> City Engineer Bloom stated that this was correct. <br /> The motion was called to a vote. The motion carried unanimously (4-0). <br /> 6. PUBLIC HEARINGS <br /> A. Annual National Pollutant Discharge Elimination System <br /> (NPDES) Public Meeting <br /> Public Works Director Gregory Hoag stated every year the City is required to <br /> hold a public meeting on the Storm Water Pollution Prevention Plan. This plan <br /> focuses on ways the municipality will reduce the amount of sediment and pollution <br /> entering the surrounding water bodies. He reviewed the six minimum control <br /> measures and what the City had done to meet each of the control measures. He. <br /> reviewed the accomplishments of 2008 and the goals for 2009. <br /> Councilmember Grant stated that Staff should be sure to inspect all the rain <br /> gardens every year. <br /> Public Works Director Hoag stated that currently not all of them are inspected but <br /> rather reviewed when someone is in the area. <br /> Councilmember Holmes stated people from Ramsey County and the DNR <br /> attended the Shoreland Management Meeting that was presented by Community <br />
