AR—DEN HILLS CITY COUNCIL—May 26, 2009 28 <br /> Mayor Harpstead stated that as long as the DNR measures the high water mark it <br /> is considered to be normal in terms of the lake's behavior. If the water does not <br /> exceed this level then the City would not be able to modify the lake level. <br /> Councilmember Holmes stated that the lake was supposed to drain into the park. <br /> Civil Engineer Giga stated that she would need to verify that the pipe is directed <br /> towards the lake. <br /> Councilmember Holmes stated that the PTRC would not make a recommendation <br /> until they understood the drainage report. <br /> City Administrator Moorse clarified the Council wanted WSB to make another <br /> presentation to the PTRC. <br /> Councilmember Holmes stated that this would be the first step. <br /> City Administrator Moorse clarified that the plan would be to have the engineer <br /> make a presentation to the PTRC. <br /> Councilmember Holmes stated that it would only be on the drainage study. <br /> Councilmember Holden stated that she would like an understanding of the lake <br /> because there were so many parties involved including, Rice Creek Watershed <br /> District, the DNR, the City, and Ramsey County. <br /> Councilmember Holmes stated that that had been discussed at a meeting <br /> coordinated by Community Development Director LeYinhoff. Doug Thomas, from <br /> Rice Creek Watershed District, does have a good understanding of how Lake <br /> Valentine works. <br /> Councilmember Holden stated that he should come to the PTRC meeting. <br /> Civil Engineer Giga stated that she would ask him to attend. <br /> City Administrator Moorse stated that according to the e-mail that was sent to <br /> coordinate a meeting the City, the Army/GSA, and Bill Harper a 5:00 meeting time <br /> would work. <br /> Councilmember Holmes asked if this would be for the June 22 meeting with <br /> Congresswoman McCollum. <br />
