ARDEN HILLS CITY COUNCIL May 11, 2009 14 <br /> Councilmember McClung stated that he had received a couple of e-mails from <br /> residents expressing concerns about sound from the campus greens. He asked what <br /> the resolution was for this and the City's recourse in order to protect the residents. <br /> He stated that Recommendation 12 does not cover the problem well enough. <br /> City Planner Beekman stated the Recommendation 12 covers sound and the City <br /> can require additional mitigation if needed. If there are any complaints it will be <br /> the responsibility of the College to get decibel readings to the City's satisfaction <br /> according to the City's Nuisance Code. <br /> Councilmember McClung clarified that he did not want the City to overlook <br /> something. <br /> City Planner Beekman stated that in terms of this project the language does cover <br /> any noise concerns on the campus green. <br /> Councilmember Holden clarified that the structure would be LEED certified. <br /> City Planner Beekman stated that the structure would be LEED certified though <br /> the level of certification was not established at the time of the report. <br /> Councilmember Grant asked what the orientation of the structure was in relation <br /> to the community. He stated that it appeared that the structure itself would provide <br /> some sound mitigation for the residents. <br /> Mayor Harpstead stated that it looked like this would be accurate according to the <br /> aerial view provided. <br /> Councilmember Holden asked if the City had inspected the landscaping that was <br /> done last year as part of Phase 1. <br /> City Planner Beekman stated that Staff had inspected the landscaping last fall to <br /> verify that it was completed but would be inspecting this landscaping within the <br /> next couple of weeks to make sure things were still alive. <br /> MOTION: Councilmember Holden moved and Councilmember Grant <br /> seconded a motion to Approve Planning Case 09-005 and the Site Plan --- <br /> Agreement for a Site Plan Review and Variance for Northwestern <br /> College at 3003 Snelling Avenue Based on the Findings of Fact and <br /> the Submitted Plans as Amended by the Twenty Conditions in the May <br /> 1 1, 2009, Memo to the City Council. <br />
