ARDEN HILLS CITY COUNCIL—May 11, 2009 27 <br /> whatever process moves forward. They are willing to be approachable and would <br /> ask that the Council welcome and invite that cooperation. <br /> Councilmember Holden stated that Army and GSA have not been completely <br /> upfront and honest with the City on several occasions. <br /> Councilmember Holmes stated that it was always the assumption that the land <br /> could not be transferred until it was cleaned up unless you had an early transfer <br /> process. <br /> Councilmember Grant stated that this may have been true at one time but it is no <br /> longer the case. <br /> Councilmember Holmes stated that if the land is bought at public auction it would <br /> not be cleaned up. <br /> Councilmember Grant stated that who ever purchases the property would have to <br /> have a plan to have the land cleaned up. <br /> Councilmember Holden stated that there is no enforcement for this. <br /> Councilmember Holmes stated that the Army and the GSA seem to be rushing at <br /> this time. <br /> Mayor Harpstead stated that there is no rush to close but the City does need to get <br /> on the same page and have an agreement on a position so that they are able to make <br /> a stronger statement. <br /> Councilmember Grant stated that the Council needs to get started on this process <br /> and spend the time to research and be confident on moving forward. <br /> Mayor Harpstead stated that this is an open public process and the Council would <br /> welcome input from the community. <br /> Councilmember McClung stated that the City needs to be proactive and <br /> investigate all the options and discuss how the City would like to move forward. <br /> This process will get started on next Monday at the work session. <br /> Mayor Harpstead asked Staff to look at the financial implications as the City does <br /> look at the issues that are ahead. There will be budget impacts that were previously <br /> taken on by the developer that will now be the City's responsibility. <br />
