<br />10/96 Update <br />8/6/2009 <br />Page 2 <br /> <br />Citv Perspective: <br />Due to grade separation, the City is concerned that noise levels may increase for these <br />residential areas. The City would like to review mitigation measures and costs to see if noise can <br />be reduced through noise walls, landscaping and/or paving and views that cost of noise <br />mitigation is the responsibility of MnDOT and Ramsey County. <br /> <br />Update: <br />Please see the attached memo from Bolton & Menk regarding noise mitigation. <br /> <br />DESIGN CONSTRAINT #2 <br />Review need to provide an exit ramp from north bound Highway 10 onto east bound County <br />Road 96. <br /> <br />Citv Perspective: <br />City would like to provide better local access onto County Road 96, if it makes financial sense, <br />due to the proposed elimination of Interstate 694 exit onto Hamline Avenue. <br /> <br />Update: <br />Please see the attached memo from Bolton & Menk regarding the northbound to eastbound ramp. <br /> <br />DESIGN CONSTRAINT #3 <br />Minimize impacts to Arden Manor by considering minimizing median, shoulder, boulevard, <br />sidewalk and trail widths on north and south side of County Road 96. <br /> <br />Citv Perspective: <br />City would like to preserve as many homes along County Road 96 as possible and local <br />decisions on medians, shoulders, boulevards, sidewalk and trail widths and location of trail(s) <br />on one or both sides of the roadway may be ways to assist in meeting this goal. The City also <br />understands that appropriate turn lanes, alignments with bridges and other traffic flow and <br />safety issues need to be adequately addressed in the design and may dictate certain elements of <br />the road layout. <br /> <br />DESIGN CONSTRAINT #4 <br />Utilize existing southern edge of County Road 96 as future edge of all improvements and for <br />future alignment of Interstate Highway 35 bridge expansion. <br /> <br />Citv Perspective: <br />City would like to preserve as many homes along County Road 96 as possible and if the <br />alignment can meet engineering standards by having County Road 96 located as far south as <br />possible, that would be preferred. <br />
