Moorse, City Administrator <br />FROM: Michelle Olson, Parks and Recreation Manager <br />Kristine Giga, Civil Engineer <br />SUBJECT: Municipal Agreement Program Resolution <br />BACKGROUND <br />At the August 31, 2009 Regular City Council Meeting, staff received direction from Council to <br />prepare an application for funding through Mn/DOT's 2009 Municipal Agreement Program for <br />modifications to the existing County Road E bridge over Snelling Avenue (TH51). The City <br />Council amended the original Kimley-Horn County Road E contract to assist in the preparation <br />of this application. <br />The Municipal Agreement Program provides funding to construction projects that are developed <br />and administered by local agencies and provide a benefit to both the local community and the <br />trunk highway system. Right of Way, Utility Relocation and Design costs are not eligible for <br />funding. The Municipal Agreement Program utilizes the following four investment categories: <br />1. Support Community Development <br />2. Improve Safety <br />3. Improve Mobility <br />4. Maintaining Existing Infrastructure (Preservation) <br />Project proposals must be submitted by September 28, 2009 to be considered for the FY 2011 <br />program. It is anticipated that the actual project selection will occur in January of 2010 with the <br />funds becoming available July 1, 2010. One of the required submittals for this application is a <br />resolution adopted by the City Council requesting such funding. <br />FINANCIAL IMPLICATIONS <br />The maximum award available for any individual project is $550,000 for construction plus 8% <br />for construction engineering and inspection, for a total of $594,000. Kimley-Horn has provided <br />a preliminary estimate for construction of the repairs to the County Road E Bridge in the amount <br />of $400,000.
