E <br /> N HILLS. <br /> MEMORANDUM <br /> Item 1.0 <br /> DATE: September 21, 2009 <br /> TO: Mayor and City Council <br /> Ron Moorse, City Administrator <br /> FROM: Greg Hoag, Public Works Director <br /> SUBJECT: Update on erosion correction project on the Old City Hall Trail <br /> BACKGROUND <br /> In July of this year the City Council authorized an Engineering Services agreement with Bolton <br /> and Menk Inc. for survey and engineering services to correct an erosion issue on the property at <br /> 4504 Keithson Drive adjacent to the Old City Hall trail. Bolton and Menk Inc. completed a <br /> survey of the area the first week of August. On August 1 lth Public Works Director, Greg Hoag <br /> and Marcus Thomas, Bolton and Menk Inc. met onsite with the resident, Ron Nelson to discuss <br /> the results of the survey and to preliminarily discuss potential solutions for resolving the erosion <br /> issue. Marcus Thomas then took the information gathered from the meeting as well as the <br /> survey and came up with three possible approaches to eliminate the erosion problems on Mr. <br /> Nelson's property. Attachment A is a memorandum from Marcus Thomas explaining these <br /> approaches. While both options 2 and 3 can effectively resolve the drainage and erosion issue, <br /> Bolton and Menk Inc. is recommending to staff that option 2 be considered as it is a more cost <br /> effective option. On August 26th we again met onsite with Mr. Nelson to discuss these three <br /> possible solutions and the Engineer's recommendation to the City. Mr. Nelson has provided the <br /> City with a letter(Attachment B) dated September 14 stating his support for option 3. <br /> COUNCIL DIRECTION REQUESTED <br /> Staff and Bolton and Menk Inc. are seeking City Council discussion and direction on which <br /> option to continue forward in the design process for project completion to resolve the drainage <br /> and erosion issue. <br /> Marcus Thomas and Mr. Nelson will be present at the Work Session for questions and <br /> discussion. <br />
