,,---ARPEN HILLS <br />MEMORANDUM <br />DATE: September 28, 2009 <br />TO: Honorable Mayor and City Council Members <br />Ron Moorse, City Administrator <br />FROM: James Lehnhoff, Community Development Director <br />SUBJECT: Resolution 2009-026: Approval of the 2030 Comprehensive Plan Update <br />Requested Action <br />Motion to approve Resolution 2009-026: Approve the 2030 Comprehensive Plan update. <br />Backeround <br />State Statute 473.864 requires all cities and townships in the seven county metropolitan area to <br />update their comprehensive plans every ten years with the most recent due date having been <br />December 31, 2008. The City initiated the update process in June 2007 and, after a series of <br />community meetings and work sessions, the draft Plan was completed and reviewed by the <br />Planning Commission at their July 2, 2008, meeting. The City Council subsequently reviewed <br />the draft plan at their July 14, 2008, meeting where they authorized the release of the draft plan <br />to the affected jurisdictions for comments. <br />The affected jurisdictions completed their review in early December 2008. The City Council <br />gave preliminary approval to the Comprehensive Plan on December 15, 2008, and authorized <br />submitting the Plan to the Metropolitan Council for review, which was ahead of the December <br />31 due date. <br />From January to May, the Metropolitan Council reviewed the Plan and requested changes to <br />bring it into complete conformance with the system statement and regional policy plans. The <br />requested changes were technical in nature, and none of the changes impacted the goals or <br />policies approved by the City Council.
