ARDEN HILLS CITY COUNCIL WORK SESSION-JULY 22, 2009 2
process as Plan B. He indicated that Plan A and B would need to be jointly
pursued to ensure that the City's interests are carried forward.
City Administrator Moorse indicated in relation to Plan A, the City should be in
contact with entities that would be helpful and supportive of achieving the vision of
the City, including the federal legislators, state legislators, state agencies, etc. He
stated the City would also need to be in contact with entities that would be creating
and owning the park and open space, and providing future operations/maintenance.
.Mayor Harpstead questioned if a meeting should be held with these individuals or
groups.
City Administrator Moorse indicated this would be an option to gather as many
supporters as possible, for discussion at a City meeting, or that individual
communication could be held with the various entities listed.
Councilmember Holmes stated she would like to see the City begin planning the
park space by hiring a project manager to determine the viability and funding
sources available for Plan A. She indicated this individual could work on the
City's behalf pursing the special legislation as well as funding and the recipient of
the land.
Councilmember Holmes stated she looked into the McKnight Foundation and
reviewed the grant stipulations in detail. She suggested that staff draft a letter of
intent to the foundation letting them know the City was interested, as the TCAAP
site meets their grant requirements.
Councilmember McClung asked if the McKnight Foundation had a certain
solicitation timeframe or if they had an open door for solicitations.
Councilmember Holmes stated that according to the website letters of intent are
accepted at any time. She suggested the City pursue this option with a project
manager, identifying resources available for Plan A.
Councilmember Grant questioned who the City was suggesting to operate and
maintain the land.
Councilmember Holmes explained that according to the Resolution, the Council
was in favor of a regional park. She suggested Ramsey County be contacted first
with this vision.
