ALTERNATIVE FUNDING APPLICATIONS <br />Two funding sources were identified to help the City fund each of the alternatives: <br />• Mn/DOT FY 2011 Metro Municipal Agreement Program Funds for Alternative 1 <br />• Federal FY 2013/14 Surface Transportation Program (STP) Funds for Alternative 2 <br />The Municipal Agreement Funding application for Alternative 1 was submitted in September 2009. The <br />scope of improvements for this application includes preservation work on the bridge in conjunction with <br />the consolidation of the narrow sidewalks on each side of the bridge into afive-foot sidewalk. These <br />improvements would extend the life of the structure and enhance pedestrian safety, providing benefit <br />to both the City and Mn/DOT. A geometric layout and bridge transverse sections of the proposed <br />improvements for the Municipal Agreement Funding application are attached to this memo. Results <br />from this application are expected in January 2010. <br />The Federal STP Funding application for Alternative 2 was submitted in June 2009. Improvements <br />proposed in this application include construction of a single -span, prefabricated truss bridge along CR E <br />to carry pedestrians and bicycles over TH 51. A ten -foot, shared -use, bituminous trail on the north side <br />of CR E to Old Snelling Avenue on the west and to Connelly Avenue on the east was also included. The <br />trail section to the west would require retaining walls, the costs for which would be covered by the <br />Federal Funding. A map showing the extent of the improvements (STP application Figure 2) is attached <br />to this memo. Results from the STP application are expected by February 2010. <br />The criteria for each source of funding differs, therefore the scope of proposed improvements included <br />in each funding application is different. The Federal STP Funding (Alternative 2) along with the local <br />match would provide funding for the full trail and new bridge between Old Snelling Avenue and <br />Connolly Avenue, while the Municipal Agreement Funding (Alternative 1) would only provide funding for <br />the five-foot sidewalk on the existing bridge. The Municipal Agreement Funding would not cover the <br />sidewalk approaches to the bridge or the trail section connecting to Old Snelling Avenue to the west. <br />Mn/DOT policy does not provide for state funding of pedestrian improvements.
