not expressly state this; however, it has been practice to allow these items. <br />Additionally, the draft includes language that would now permit up to one accessory <br />storage shed within the typical structure setbacks from the lake under certain <br />circumstances. <br />2. Average Lakeshore setback regulation (1330.03 Subd 4E) —The City Council directed <br />Staff to make a few revisions to the language of this regulation, but to otherwise leave it <br />intact. <br />3. Maintenance of the Shoreland (1330.03 Subd 5) —This is proposed as new language that <br />would regulate the storage and maintenance of items on the Lakeshore. The size of <br />docks has been clarified, though not significantly changed. The biggest change is an <br />added regulation that would require items that are in a state of disrepair or inoperable to <br />be prohibited from being stored outdoors. The proposed ordinance currently does not <br />include restrictions on storing non -motorized watercraft. <br />4. Shoreland Alterations (1330.03 Subd 6) —This section has been clarified and <br />consolidated from throughout the Code; however, no significant changes have been <br />made. Language used from the DNR model ordinance was incorporated into this <br />section. <br />5. Permeable Surface Credit (1330.03 Subd 6D) — Staff is proposing language that would <br />permit permeable surfaces in excess of the maximum hard cover requirement, in direct <br />proportion to the permeability of the surface, in exchange for Lakeshore restoration with <br />native plantings. Permeable surfaces can be a green component to building projects. <br />Staff has discussed this component with the Ramsey County Conservation District. <br />They are supportive of the regulation and are able to assist with implementing the <br />credits. <br />6. Detached Accessory Garages — The City Council directed staff to remove this from the <br />proposed regulations. <br />7. A section on wetland setbacks is not yet complete and needs additional research. Staff <br />is proposing that a wetland buffer and subsequent building setbacks be created within <br />the Code. This item will require additional review and discussion, and will come back <br />to the Planning Commission as a Zoning Amendment at a later date. <br />Performance Standards (Attachment Q <br />Section 1325.07 included regulations on lakefront lots; however, that section has been removed <br />from Section 1325 and reincorporated into Section 1330.
