............. <br />EN HILLS <br />. ....... .-.... <br />MEMORANDUM <br />DATE: November 16, 2009 <br />TO: Honorable Mayor and City Council Members <br />Ron Moorse, City Administrator <br />FROM: Michelle Olson, Parks and Recreation Manager <br />SUBJECT: CIP Discussion — 2010-2014 <br />Backtaround <br />Staff has continued to review and revise the City's Capital Improvement Plan (CIP) based upon <br />previous direction from Council and further financial analysis. Revised CIP worksheets that <br />received revisions since the original draft was given to Council in July of 2009 have been <br />included in the current CIP book. In addition, the Parks, Trails and Recreation Committee <br />(PTRC) made two motions at their October 20th meeting for Council consideration: <br />1. Motion to recommend Council reconsider including $17,000 in the 2010 CIP for <br />irrigation at Cummings Park. <br />The PTRC toured the City parks on Saturday, August 1, 2009. At the September 22, <br />2009 meeting, the committee had afollow-up discussion on the condition of our parks. <br />The members questioned if the Council would consider irrigation at Cummings Park. <br />The PTRC voiced concerns about the condition of the soccer fields but also <br />concerns regarding the appearance of the grass/landscaping around the pavilion, as it <br />was in poor condition. They made a motion for staff to bring back a report to their next <br />meeting on irrigation, including the benefits and also provide photos that could show the <br />conditions of fields with and without irrigation. Staff provided this information at the <br />October 20, 2009 meeting. The PTRC also suggested that the City consider <br />approaching Boston Scientific for a contribution toward irrigation. Their employees <br />utilize this field during the lunch hour on a regular basis. John Peck, Chairman of the <br />PTRC has offered to support staff in this effort, if Council is interested. <br />2. Motion to recommend Council include a four year park bench implementation <br />plan in the CIP beginning with $10,000 in 2010 and $5,000 in each year from <br />2011 through 2013. <br />The City Council discussed adding benches to our parks at the last CIP discussion. <br />Since that time, the Committee has looked at the parks and trail system and is <br />recommending that the City invest $25, 000 in park benches in the next four years. The <br />original trail signage CIP item had allotted $15,000 in 2009 for trail signage and <br />$10,000 in 2010 for trail signage.
