SHORT TITLE, <br /> This Act may be cited as the 'Community Access Preservation Actor the 'CAP <br /> Act'. <br /> SEC. 2. AMENDMENTS. <br /> (a) In General- Section 611 of the C0I11nlunicatlons Act of 1934(47 U.S.C. 531) <br /> is amended— <br /> (1) by redesignating subsection(f)as subsection(h): and <br /> (2) by inserting after subsection (e) the followin4 new Subsections: <br /> '(t) Equivalence- <br /> '(1) IN GENERAL- In the case of any franchise under which channel <br /> capacity is designated under subsection(b), such channel capacity_ shall <br /> be-- <br /> "(A')at least equivalent in quality, accessibility, functionality. and <br /> placement to-- <br />
