E HILL
N S
MEMORANDUM
DATE: November 9, 2009
TO: Mayor & City Council
FRUM: Meagan Beekman, City Planner
SIJBJECT: lZesolution Authorizing the Application for Recycling SCORE Grant Funds
from Ramsey County
Backround
For 2010, the City of Arden Hills is eligible to apply for $20,114.00 in grant money from
Ramsey County's recycling SCORE grant program. The grant can be used to offset the cost of
the City's recycling program, including administration, equipment, and collection costs. In the
past, the City has primarily used the grant money to offset collection costs and the twice yearly
community cleanup costs. The County requires a resolution from the City Council to authorize
the application for the SCORE grant. The only requirement of the grant is that the money can
only be used for the City's recycling program.
The budget for the City's recycling program in 2009 was $119,404. The City received $19,866
in SCORE grant money in 2009, which offset approximately 16.6 percent of the base cost of the
residential recycling program. Revenue share from Eureka Recycling also plays a role in
reducing the base cost of the recycling program; however, a drop in recycling markets in 2009
reduced tle actual revenue share that the City received significantly from what had been
estimated. Recycling fees, which are assessed to each participating residential property, cover
the remaining portion of the recycling budget.
The proposed recycling budget for 2010 is $173,100. The maximum SCORE Grant funds would
be in the amount of $20,114.00. This would account for approximately 11.6 percent of the total
budget. This amount also includes an estimated amount of $2,000 in expected revenue sharing
for 2010, though this amount might change as the recycling market recovers over the next year.
SCORE originally stood for the Governor's "Select Committee on Recycling and the
Environment." The grant and reporting program used to collect recycling information is now
City ofArden Hills
City Council Meeting for November 9, 2009
IlMetro-inet.uslardenhillslPlanninglRecycling Garbage1201012010 SCOREill -09-09 - Regular Meeting - Memo - SCORE Grant.doc
Page 1 of 2
