EN HILLS <br />MEMOI���NDUM <br />DATE: November 9, 2009 <br />TO: Honorable Mayor and City Council Members <br />Ron Moorse, City Administrator <br />FROM: Michelle Olson, Parks and Recreation Manager <br />SUBJECT: Adoption of Resolution No. 2009-031: Supporting the Parks and Trails Legacy <br />Grant Program Application through the Minnesota Department of Natural <br />Resources <br />Background <br />At the October 26, 2009 Regular City Council Meeting, staff received direction from Council to <br />prepare an application for a Parks and Trails Legacy Grant Program through the Minnesota <br />Department of Natural Resources for the creation of an off street shared use path beneath the CP <br />Railway bridge crossing on Highway 10. Since that time, staff has been working with Bolton <br />and Menk, Inc. to complete the application. The application deadline is Friday, November 13, <br />2009. <br />Regional Trail Legacy Grants are intended to support trails of regional or statewide significance. <br />Funding for this grant program is from the Parks and Trails Fund created by the Minnesota <br />Legislature from the "Clean Water, Land and Legacy Amendment" passed by the voters in 2008. <br />Priority for trail proj ect funding will be given to proj ects that provide connectivity, enhanced <br />opportunities for commuters, and enhanced safety. <br />Financial Im�lications <br />Approximately $3,383,250 is available for both parks and trails grants in the 2009 solicitation. <br />$4,192,500 will be available for both parks and trails grants in 2010. Grant awards will be <br />announced in January of 2010. The minimum grant request is $20,000 and the maximum award <br />is $500,000. These grants are reimbursement based up to 75 percent of the total eligible project <br />costs, and recipients must provide a non-state cash match of at least 25 percent. The grant award <br />and match cannot be used for in-house labor services and/or to meet existing payroll. Only <br />contract services, materials, and supplies are reimbursable. Other state funds or grants, or <br />Metropolitan Council grants cannot match these grants. All proj ects awarded through this grant <br />round must be completed by June 30, 201 l. All facilities that are funded through this program <br />also require a commitment from the applicant that the trail will be in place and maintained for no <br />less than twenty years.
