�;.� EN HILLS <br />MEMORANDUM <br />DATE: November 9, 2009 <br />TO: Honorable Mayor and City Council Members <br />FROM: James Lehnhoff, Community Development Director <br />SUBJECT: Purchase 2010 Prius II to Replace Chevrolet S 10 <br />Action Request <br />Authorize staff to purchase a 2010 Prius II from Maplewood Toyota for an amount not to exceed <br />$25,527.05. <br />Back�round <br />The City currently owns a 1993 Chevrolet S 10 that is primarily used for building inspections and <br />code enforcement purposes. The S 10 is used on nearly a daily basis and has accumulated 74,960 <br />miles as of November 4, 2009. A replacement for the S 10 has been in the Capital Improvement <br />Plan (CIP) for a number of years; however, the City has been able to extend the usable life of the <br />S 10 and delay the purchase of a new vehicle. <br />In September 2008, the City's insurance agent totaled the vehicle due to hail damage, and the <br />City received a$1,616.3 6 settlement from the insurance company. Since the vehicle was still <br />drivable, the City opted to keep using the vehicle. However, there is a significant amount of rust <br />near the driver side door and on the tailgate, the tailgate is cracked, the windshield wipers <br />recently stopped working, the brakes are becoming less responsive, and the driver side door has <br />become dif�cult to close and latch. Due to the condition of the vehicle, its use has been limited <br />to fair weather conditions. So far in 2009, the cost of repairs has been approximately $800. <br />There were similar costs in 2007 and 2008. <br />The 2009 CIP budgeted $28,000 for replacing the Chevrolet S 10. Staff checked with the State <br />contract for sedans, wagons, minivans, and sport utility vehicles; however, the State's contract <br />expired at the end of August 2009 and has not yet been renewed. <br />Vehicle Selection <br />In reviewing options for a replacement vehicle, staff considered such factors as versatility, long- <br />term reliability, cost benefit of higher gas mileage, maintenance, and reviews.
