He indicated that Plan A and B would need to be jointly <br /> pursued to ensure that the City's interests are carried forward. <br /> City Administrator Moorse indicated in relation to Plan A, the City should be in <br /> contact with entities that would be helpful and supportive of achieving the vision of <br /> the City, including the federal legislators, state legislators, state agencies, etc. He <br /> stated the City would also need to be in contact with entities that would be creating <br /> and owning the park and open space, and providing future operations/maintenance. <br /> Mayor Harpstead questioned if a meeting should be held with these individuals or <br /> groups. <br /> City Administrator Moorse indicated this would be an option to gather as many <br /> supporters as possible, for discussion at a City meeting, or that individual <br /> communication could be held with the various entities listed. <br /> Councilmember Holmes stated she would like to see the City begin planning the <br /> park space by hiring a project manager to determine the viability and funding <br /> sources available for Plan A. She indicated this individual could work on the <br /> City's behalf pursing the special legislation as well as funding and the recipient of <br /> the land. <br /> Councilmember Holmes stated she looked into the McKnight Foundation and <br /> reviewed the grant stipulations in detail. She suggested that staff draft a letter of <br /> intent to the foundation letting them know the City was interested, as the TCAAP <br /> site meets their grant requirements. <br /> Councilmember McClung asked if the McKnight Foundation had a certain <br /> solicitation timeframe or if they had an open door for solicitations. <br /> Councilmember Holmes stated that according to the website letters of intent are <br /> accepted at any time. She suggested the City pursue this option with a project <br /> manager, identifying resources available for Plan A. <br /> Councilmember Grant questioned who the City was suggesting to operate and <br /> maintain the land. <br /> Councilmember Holmes explained that according to the Resolution, the Council <br /> was in favor of a regional park. She suggested Ramsey County be contacted first <br /> with this vision. <br />
