EN HILLS.. <br /> MEMORANDUM <br /> DATE: November 30, 2009 Item LC <br /> TO: Honorable Mayor and City Council Members <br /> FROM: Ron Moorse, City Administrator <br /> James Lehnhoff, Community Development Director <br /> SUBJECT: TCAAP Land Use Planning Preparation <br /> Council Direction Requested <br /> Review the memo and complete the requested information. The information will be used for <br /> upcoming land use discussions. <br /> Backiround <br /> With the public auction process moving forward, the City needs to begin preparing land use <br /> regulations that are in compliance with the 2030 Comprehensive Plan. Staff is reviewing options <br /> for approaching this planning process and examples of other larger developments. <br /> To help facilitate the research, preparation, and discussion, staff is requesting the City Council <br /> write down their thoughts, questions, concerns, expectations, and ideas about each of the topics <br /> on the following pages. This is not meant to be an all-inclusive list since questions are expected <br /> throughout the process. However, this information will help staff research options and provide <br /> information as the process moves forward. It will also help ensure that the necessary information <br /> is being addressed and that discussions are productive. <br /> The responses could be specific or general; however, they should focus on land use related <br /> issues, such as land uses, density, layout, building design standards, landscaping, trails, parks, <br /> etc. Topics such as environmental remediation and financing are important but are not directly <br /> part of a zoning code. Additionally, the City's zoning document will not be as detailed as what a <br /> master development agreement (MDA) would have been because we do not have the benefit of <br /> knowing the exact land uses, road layouts, or other similar information.
