In order to put the City into a better position for charging escrows and more <br />accurately tracking costs, the proposed fee schedule includes a minimum escrow <br />charge so that applicants know what to expect. The escrow can be increased or <br />deceased at the discretion of the City if needed. <br />VII. Recycling Fees and Bins <br />The Arden Hills recycling program includes the weekly curbside recycling <br />program and the twice annual community cleanup event. The curbside recycling <br />services are provided by Eureka Recycling. The community cleanup events are <br />operated in conjunction with the City of Shoreview. The recycling budget is an <br />enterprise fund that receives revenues from the annual household fee that is <br />applied to the property taxes and from the SCORE grant provided by Ramsey <br />County. Most of the expenses are from the services provided by Eureka. Since <br />there are no other dedicated funding sources, the revenue must be balanced with <br />the expenses. <br />For 2010, the per household fee charged by Eureka Recycling for curbside <br />recycling services is not expected to increase. The contract with Eureka states <br />that the household fee will change each year based on the change in the Consumer <br />Price Index (CPI) from the Minneapolis Federal Reserve for the Upper Midwest, <br />which is expected to include a change of between negative one and zero percent. <br />For 2009, the annual cost charged by Eureka was $36.72 per household. The <br />processing costs per ton will not increase, but the actual processing cost varies <br />depending on the tonnage of recyclables in a given month and the market price for <br />the recyclables. <br />Although base fee from Eureka is not expected to change, the annual curbside <br />recycling fee per household is proposed to be increased from $32.00 in 2009 to <br />$40.65 in 2010. This fee increase is needed in order to balance the recycling fund <br />budget.
