lt'-_ <br />,---ARZEN HILLS <br />MEMORANDUM <br />DATE: December 21, 2009 <br />TO: Honorable Mayor and City Council Members <br />FROM: lion Moorse, City Administrator <br />James Lehnhoff, Community Development Director <br />SUBJECT: Resolution of Support for the transfer of TCAAP property to Ramsey <br />County for the Rice Creek South Regional Trail Corridor, the Arden Hills <br />Army Training Site (AHATS) Trailhead, and the Vento Wildlife Corridor <br />Action Request <br />Consider approval of Resolution 2009-043 to support the transfer of land from the Twin Cities <br />Army Ammunition Plant (TCAAP) property to Ramsey County for the Rice Creek South <br />Regional Trail Corridor, the Arden Hills Army Training Site (AHATS) Trailhead, and the Vento <br />Wildlife Corridor. <br />Background <br />At the December 14, 2009, TCAAP work session, the City Council requested staff prepare a <br />resolution supporting the transfer of TCAAP property to Ramsey County for the Rice Creek <br />South Regional Trail Corridor and the Arden Hills Army Training Site (AHATS) Trailhead. <br />The Rice Creek South Regional Trail Corridor is proposed to be an approximately 150 wide <br />corridor that extends along the eastern edge of the TCAAP property and the southern edge of the <br />Wildlife Corridor. A portion of the trail corridor would narrow to avoid contaminated property. <br />Ramsey County would become the owner of the trail corridor. The purpose of the trail is to <br />provide a dedicated connection from the Highway 96 Regional Trail to the Rice Creek North <br />Regional Trail, which borders both sides of Rice Creek.
