The County is seeking to secure a $193,000 Conservation Partners Grant to <br /> partially fund this restoration work. <br /> PROPOSED EXPANSION OF THE RICE CREEK REGIONAL TRAIL ON FORMER <br /> TWIN CITIES ARMY AMMUNITIONS PLANT (TCAAP) PROPERTY <br /> Mr. Mack reported that on October 20, 2009, the County Board met with the Arden Hills <br /> City Council to discuss the disposition of the surplus property of the former Twin Cities <br /> Army Ammunitions Plant. The City Council is divided on what to do with the property. <br /> Some council members favor turning the majority of the property (500 ± acres) into a <br /> regional park and other members favor some of the land being dedicated to a regional <br /> park or trail and the balance developed as mixed use. The County Board directed Mr. <br /> Mack to work with Arden Hills City Council to determine what properties are the most <br /> critical to the regional parks and trails. The Wildlife Corridor portion of the property is <br /> expected to come to Ramsey County. Mr. Mack favors a 500-foot wide corridor from <br /> the Wildlife Corridor north to County Road I to accommodate a trailhead access road <br /> and staging area for trail events. Ramsey County would also be interested in <br /> maintaining a winter cross-country ski trail network on the AHATS property. In addition, <br /> the city has proposed a regional trail connection from the Wildlife Corridor to the <br /> Highway 96 Regional Trail. The city is discussing the pros and cons of securing the <br /> corridor before the property is sold to a developer or securing it from a developer. <br /> DIRECTOR'S REPORT <br /> Mr. Mack reported: <br /> • The State, House and Senate capital investment committees are touring for <br /> proposed capital improvement project sites, including the Winter Recreation Area <br /> at Battle Creek Regional Park and the Silver Lake Trail (submitted by the City of <br /> North St. Paul). <br /> • Jody Yungers will be meeting with a group of off-leash dog area users on <br /> November 17, 2009 to discuss establishing a user group to address rules, <br /> regulations and future improvements. <br /> • Ramsey County Parks and Recreation is finalizing the projects for Destination for <br /> Discovery at Tamarack Nature Center and contracts will be awarded shortly. <br /> • The construction at Keller Regional Park is progressing (new picnic shelters and <br /> restrooms). <br /> REPORT FROM CHAIR AND OTHER COMMISSION MEMBERS <br /> Ms. Petersen reported that there will be a 25 1h anniversary celebration of the Friends of <br /> the St. Paul and Ramsey County Parks and Trails on Sunday, May 23, 2009 at Harriet. <br /> Island. <br /> PUBLIC MEETING ON OTTER LAKE BOAT LAUNCH AND OFF-LEASH DOG AREA <br /> IMPROVEMENTS <br /> The Commission hosted a public meeting to review plans.
