Resident Comments/Concerns
At the neighorhood meeting, several commens anc ocerns vere raised by the
resdents. The most common were concerned With street vidth, parking, drainage, and
assessments.
Resldents expressed concerns abaut speeding and through traffic on Valentine Avenue. In
respase to hese cancerns, the feasibilit repor also provides an option for a 24 foo
wide road. However, hs design would not aIow the City to use State Aid funds on this
roj ect.
Residents had mixed responses abou te need for on-street parking; many did not have
concerns, while others would Iike to see on-stree parking available at aIl tires after te
project is complete. The Lake Johanna Fire Deprtmet has expressed concerns about
narrow streets, and have requested that streets ess than 26 feet wide be posted no parking
at a11 times to ensure emergency vehice access to properties.
Residents throughout the neighborhood expressed peeif c drainage concerns. The
project team wIl work individually with hese resients during fnal design.
Many residets were also concerned about the timng of this proposed assessment, givn
the eurrent state of the economy. These concerns are similar to those that were heard
during the proEes for the 2Qa9 PMP. As was aur experience during the 2009
construetion season, street projecs bds are extrenely campetiive, providing both the
City and the residents with cos savings. If bds are more expensive than esmated, they
can be rejeced.
Council Action Requested
Staff recomrnends the adoption o Resoluion 2010-002: Orcering Puic Improvement
and Preparatian of Plans and Specif eations for the 2410 Pavement Management
Program. Minnesota Statutes state hat the adoption of ths resalution requires a four-
fifths vote.
ity Council Meeting
\\Metro-inet.us\ardenhiIlsPR&PW\Engineerirg\ouncil_Actias\20 0\ -1 I- I OMema_ZQ I OPMP_OrderPlansSpecs.doc
Page 4 of 4
