ARDEN HILLS CITY COUNCIL—November 30, 2009 12 <br /> 7C. Planning Case 09-020 (continued) <br /> Existing antennas and equipment can be updated and replaced without a <br /> Conditional Use Permit but they would have to have a building permit. <br /> Community Development Director James Lehnhoff clarified that the Vaughn <br /> tower that Mr. Trueman is looking into for an additional tower operates under an <br /> existing Conditional Use Permit, which allows them to have up to 31 antennas, and <br /> they are able to move the antennas without additional CUP approval. <br /> Mr. Trueman stated that Clear Wireless and Verizon have offered to clear away <br /> unused antennas on the Reiling Tower in an effort to bring it into compliance with <br /> the CUP they have. This would allow the room for Clear Wireless antenna to be <br /> added. <br /> Councilmember Holden stated she would not be able to support this antenna site <br /> knowing that it is dependant on the antenna being placed on the Reiling tower and <br /> this has not been approved yet. <br /> City Planner Beekman clarified that this application was for an antenna at 2 Pine <br /> Tree Drive only. <br /> Mr. Trueman clarified that if an antenna could not be placed on the Reiling Tower <br /> then Clear Wireless would have to redesign their network and may come back to <br /> the City with a proposal to build a tower. At this time there is no reason to believe <br /> that this site would not work out. <br /> Councilmember Holmes asked for clarification on the location of the towers that <br /> Clear Wireless is looking to utilize and the coverage differences if this <br /> configuration of towers is not approved. <br /> Mayor Harpstead stated that the diagrams that are being presented are not clear in <br /> what towers are active so it is difficult to determine what the coverage areas would <br /> be. <br /> Mr. Trueman clarified that maps that were provided to the Council and the <br /> coverage areas based on active towers. The maps and the network design were <br /> designed by RF Engineers. The RF Engineers also provided a letter that outlined <br /> what they would be loosing for coverage for the Council to review. <br /> Mayor Harpstead stated that the letter from the RF Engineer was not included in <br /> the information for the Council. <br />
