ARZEN ]HILL <br /> MEMORANDUM <br /> DATE: January 25, 2010 <br /> TO: Mayor and City Council <br /> Sue Iverson, Acting City Administrator <br /> FROM: James Lehnhoff, Community Development Director <br /> SUBJECT: TCAAP Reuse and Public Sale Update <br /> General Service Administration (GSA) Conference Call <br /> A conference call with the GSA is scheduled for Monday, January 25, 2010, at 2 pm. An update <br /> of the phone call will be provided at the Council meeting. <br /> The next GSA conference call is tentatively scheduled for Monday, February 8. <br /> Invitation for Bid Update _ <br /> The GSA met with the Army on Tuesday, January 12, 2010, to discuss the terms of the Invitation <br /> for Bid (IFB). The primary purpose of the IFB is to outline the auction process, any special <br /> terms of the auction, and to explain how the remaining required environmental remediation will <br /> be completed. Although no final decisions were made at that meeting, the Army expressed <br /> p <br /> concern about the proposed license/lease concept and its ability to ensure the timely and <br /> complete environmental remediation of the TCAAP property. No alternatives to the <br /> license/lease concept were selected during the meeting. <br /> According to the GSA, the Army had a positive response to the Ramsey County Trailhead <br /> proposal. The Trailhead is the proposed 500 foot wide corridor from County Road I to the <br /> northern border of the Wildlife Corridor that would cross the primer tracer area and Army <br /> property, which is leased to the Minnesota National Guard. This concept is still in the discussion <br /> process; however, the GSA indicated they would discuss the idea with Ramsey County to <br /> identify a possible mechanism for transferring the requested property from the Army to Ramsey <br /> County. <br /> Page 1 of 2 <br />
