introduced the need for greater clarification to the City's shoreland ordinance so that Staff may <br />be able to promptly address common issues and concerns as they pertain to public waters and <br />wetlands. <br />Over the past year Staff has met with the Planning Commission, the City Council, and the <br />community to discuss amending the City's Shoreland Regulations. Over the course of several <br />work sessions, Staff was able to identify common goals shared by the Planning Commission and <br />the City Council for the revised regulations. A community meeting was held on May 21, 2009, <br />to discuss ideas for the amendments with those individuals who lived within the Shoreland <br />District. Approximately 80 lake shore lot owners attended the meeting. <br />Once the initial input was gathered, Staff began drafting the proposed amendments. As revisions <br />were made the City website was updated with new information, and new drafts were emailed out <br />to participants of the community meeting. The Planning Commission reviewed the proposed <br />draft at both their July and August work sessions. At these meetings the Planning Commission <br />discussed the proposed changes to the regulations and provided Staff with feedback. <br />Staff also discussed the proposed changes internally amongst Code Enforcement, Parks and <br />Recreation, Public Works, Engineering, and Building. The goal was to broaden the context out <br />of which the amended regulations were drafted. In addition to internal discussion, Staff <br />discussed the amendments with the City Attorney, the DNR, Ramsey County Conservation <br />District, and the Rice Creek Watershed District. Discussion with these entities helped shape the <br />regulations further. <br />At their September 21, 2009, work session the City Council reviewed the proposed draft, made <br />additional comments, and directed Staff to bring the ordinance to the Planning Commission for a <br />public hearing and recommendation. <br />At the November 4, 2009, public hearing a number of concerns and questions were raised by <br />both the Planning Commission and residents. The Planning Commission voted to table the <br />proposed Zoning Code amendments to a work session in order to further discuss the issue and <br />provide direction to staff on how to proceed with the proposed amendments. The Planning <br />Commission then met at a work session on January 6, 2010, to discuss the concerns raised at the <br />previous meeting. <br />Proposed Amendments <br />Definitions (Attachment jj <br />Amended pages from Section 1305 have been included in this packet. These are the definitions <br />that are proposed to be added or amended with the adoption of the Shoreland Management <br />Ordinance.
