ILLS <br /> MEMORANDUM <br /> DATE: February 3, 2010 Item l.A <br /> TO: Mayor and City Council <br /> FROM: Meagan Beekman, City Planner <br /> SUBJECT: Planning Case#09-003 <br /> Zoning Code Amendment <br /> Shoreland Regulation <br /> City_of Arden Hills <br /> Background <br /> The current set of shoreland regulations was updated in early 2002 to address certain <br /> requirements in the Minnesota Department of Natural Resources (DNR) shoreland regulations. <br /> While that ordinance update did address some of the technical requirements set by the DNR, <br /> there were a number of holes and unaddressed issues remaining after that update. Concurrently, <br /> Staff has been faced with a number of questions and concerns expressed by local property <br /> owners that are not explicitly addressed in the existing ordinance. These scenarios have <br /> introduced the need for greater clarification to the City's shoreland ordinance so that Staff may _ <br /> be able to promptly address common issues and concerns as they pertain to public waters and <br /> wetlands. <br /> Over the past year Staff has met with the Planning Commission, the City Council, and the <br /> community to discuss amending the City's Shoreland Regulations. Over the course of several <br /> work sessions, Staff was able to identify common goals shared by the Planning Commission and <br /> the City Council for the revised regulations. A community meeting was held on May 21, 2009, <br /> to discuss ideas for the amendments with those individuals who lived within the Shoreland <br /> District. Approximately 80 lake shore lot owners attended the meeting. <br /> Once the initial input was gathered, Staff began drafting the proposed amendments. As revisions <br /> were made the City website was updated with new information, and new drafts were emailed out <br /> to participants of the community meeting. The Planning Commission reviewed the proposed <br /> draft at both their July and August work sessions.
