ri
August 7, 1999
Mr Dennio Probst, Mayor
Mr, Brian Fritsinger, City Administrator
Mo. E3everly Ap[ikowskl, Council Member
Mr. Gregg Larson, Council Member -
Mr. Paul Malone, Council Member
Mo. Lois Rem, Council Member
City of Arden Hillo
4304 Wcot Round Lake Road
Arden Hillo, MN 55112
Dear Mayor, City Administrator, Council Members:
Subject: Highway 961U5 Highway 10 Reconotruction .
At the Ramsey Courtty's recent pub[ic informational meeting held at the Arden Hills
City Hal(, various alternative plate for the reconstruction of Highway 9o/U5 Highway 10 were
presented by the Ramsey County project Manager. It to our understanding that the City is
requesting citizen input from property owners living within the directly affected
reconstruction area. As a step in helping the City reach an approved final design for the
Highway 961U5 10 reconstruction, the enclosed (ist of property owners living adjacent to the
reconstruction project are requesting the City to require, ao a condition of approving any
final plan, that the project include the construction of a City-approved barrierlwall along the
west side of Highway 10. Thio request ir; based on safety as well as the issue of allowing the
affected area to retain the residential character along the. east 0hore of Round Lake.
The reconstruction project will increase traffic a(ong U5 Highway 10. Yhis barrier will
also restrict pedestrian access to Highway 10, Cold Highway 10 runs parallel with U5 Highway
10, and the barrier will allow the necessary protection from oncoming traffic for both south
bound traffic on U5 Highway 10 as well as traffic traveling north on 01d Highway 10. Driven
of vehicles cannot readily determine oncoming traffic location, which can be considered as
being in their traffic lane. Thio barrier will eliminate thlo potential traffic hazard. 'lease give
this request your serious consideration before arriving at your decision as -to the, best plan
for our City.
As we can See from the ongoing Highway 96 reconstruction, the State and County
have accommodated the needo and interests of the affected communi'Veo along each portion
of this project. We trust that like consideration will be given to thls reconstruction. For this
rcason, we fee[ it is important that you address this request as a necessary link to the
completion of this project as it affects our community.
Respectfully Yours,
(5ce, enc106ed list)
