Please consider the added facts noted below in addition <br /> to my letter with supporting documents of September 23,2009 addressed to the Mayor, <br /> City;and Council Members(copy enclosed), <br /> The City discussed the issue of noise abatement at its Council Session of April 14 <br /> 2008(Item 7B), At that time the MN/DOT Noise Study of Highway 10 alignment,which <br /> i gnm <br /> included the TFI 10 Barrier Study of March 18,2008, was reviewed. <br /> Lasing this as a bases and the MN/DOT-OES/Sec. 772 Noise Abatement Policy, <br /> TH 10 Barrier Study(SEH),and Round Lake Noise Barriers I and 2 discusses various <br /> options for abatement. The noise receptors I&J in Sec. 3.1 show only 5 protected <br /> residences when actually 6 should have been.used(adding 1861 W. Hwy 96). This <br /> addition'will change the attenuation computation/decibel reduction factor from 44.70 to <br /> 53.40(at 8.70 20" barrier/stat). <br /> Secondly,receptors B through H in Sec. 3.2 have an attenuation <br /> computation/decibel reduction factor total of 108.10. There are an addition 3 to 4 <br /> residential/home lots that are adjacent to receptor H. Based on this the attenuation with <br /> 20' barrier data of 11.5 per protected properties,the corrected total for receptors B <br /> through H should be 154.10 and the adjusted decibel reduction total for receptors B <br /> through J would be a corrected attenuation total of 207.50. <br /> Considering a 20' noise barrier cost criterion and the 207.50 attenuation.the 20' <br /> wall of approximate 2,250' will meet the MN/DOT minimum criterion of$3 250 per <br /> property. <br />
