For your consideration,please <br /> review the City Council Agenda packet item 7B of April 14,2008. City staff presented a <br /> MN/DDT Noise Barrier Study of TH 10 of March 18,2008. In this stud abatement criteria <br /> Y _ <br /> identified that the study area west of TH 10(East Round Lake homeowners)would be most <br /> benefited by the construction of a noise barrier/sound.gall. <br /> The MNNOISE modeling noise criteria noted "Substantial"is defined as a 5c 3A or, <br /> greater increase. As detailed in the study the Round Lake area noted levels up to 11.5 dBA in <br /> greater noise levels that can be reduced by a 20' barrier. This study goes on to discuss the area <br /> east of Highway 10 and notes that no substantial reduction in noise }5dBA would be achieved <br /> by any noise walls or berms in this area. <br /> We feel that the City should first consider steps to financially support the Bast Round <br /> Lake neighborhood. The noise and safety issues on the upgrade of TH10 and related 96/10 grade <br /> separation have been an ongoing issue of concern for our neighborhood. This is demonstrated by <br /> our letter of petition dated August 7, 1999 (copy enclosed). Over 10 years ago we addressed <br /> these issues and the recent noise barrier sound wall study supports our contention. <br /> can <br /> Please consider this request for financial support to an area of our citythat truly <br /> i <br /> benefit n noise abatement and.increased safety in this-neighborhood.. <br /> Respectfully yours, <br /> East Round Lake Homeowners <br /> David F.
