J: 1 EN HILLS <br /> MEMORANDUM <br /> DATE: January 11, 2010 Item LE <br /> TO: Honorable Mayor and City Council Members <br /> FROM: Sue Iverson, Acting City Administrator <br /> Finance Director/Treasurer <br /> SUBJECT: Personnel Committee Discussion <br /> BackLyround <br /> Council has requested staff to research and gather information on Personnel Committees <br /> for discussion. <br /> Discussion <br /> Staff sent out a listsery and received responses from a number of cities. Vadnais Heights, <br /> Mounds View, Mahtomedi, Victoria, Rockville, Monticello, and the Minnesota Valley <br /> Transit Authority all responded to the request and have differing yet similar structures. <br /> They all consist of two council members, the City Administrator/Manager/Executive <br /> Director, and the other staff members vary depending on the structure and duties in each <br /> city; they vary from Assistant City Administrator, HR Director/Manager, or Finance <br /> Director. The range of areas they address are: <br /> l. Personnel policies and procedures. <br /> 2. Review ranges including cost-of-living/benefit increases. <br /> 3. Employee grievance procedures and administration. <br /> 4. New positions. <br /> 5. Classifications of positions. <br /> 6.
