RECOMMENDATION TO APPROVE TROUT BROOK REGIONAL TRAIL MASTER <br /> PLAN <br /> Copies of the Master Plan had been mailed to the Commission members with their <br /> agendas. Mr. Mack stated that the Trout Brook Regional Trail Master Plan approval <br /> process includes the Ramsey County Board of Commissioners, the City of St. Paul City <br /> Council, the Metropolitan Open Space Commission and the Metropolitan Council. The <br /> trail is part of a regional trail system and will be eligible to be funded under the Regional <br /> Park Capital Improvement Program. The City of St. Paul would have jurisdiction over <br /> the portion of the trail in the City of St. Paul and Ramsey County would have jurisdiction <br /> over the trail outside of the City of St. Paul. Ms. Falkowski moved, seconded by Ms. <br /> Pederson, to recommend approval of the Trout Brook Regional Trail Master Plan. <br /> Motion carried. <br /> REVIEW OF PROPOSED ELMER L. ANDERSEN MEMORIAL TRAIL SIGNS <br /> Mr. Mack explained that a segment of the Elmer L. Andersen Memorial Trail runs <br /> through Tony Schmidt Regional Park. The City of Arden Hills had sample trail signs <br /> made to scale that were presented to the Commission for review. The City of Arden <br /> Hills is proposing that there be large signs at each end of the trail and smaller <br /> wayfinding signs at several strategic locations on the trail. Estimated cost of the large <br /> trailend signs is $6,000 per sign and four foot wayfinding signs are estimated to cost <br /> $400 each. Ramsey County would pay for the signs on Ramsey County property. <br /> Mr. Shirley moved, seconded by Ms. Pederson, to recommend that Ramsey County <br /> work with the City of Arden Hills to finalize concept plans for signage on the Elmer L. <br /> Andersen Memorial Trail with Ramsey County maintaining content authority over the <br /> signs that may be located in Tony Schmidt Regional Park. Further, it was <br /> recommended that any signs in Tony Schmidt Regional Park be the small wayfinding <br /> signs, with installation subject to available funding; furthermore, Ramsey County should <br /> work with the City of Arden Hills on developing partnerships to secure funding for the <br /> signs. Motion carried. <br /> RECOMMENDATION TO APPROVE REGIONAL TRAIL ADDITIONS ON THE <br /> FORMER TWIN CITIES ARMY AMMUNITIONS PLANT <br /> Mr. Mack reported that there has been much discussion on the disposition of the 585 <br /> surplus acres at the former Twin Cities Army Ammunitions Plant (TCAAP) property. <br /> The main question is what portion of the property should be secured for regional park <br /> and/or trail purposes. There has been a long time commitment for transfer of the 49- <br /> acre Wildlife Corridor to Ramsey County. Ramsey County has identified a 500-foot <br /> corridor to establish an entry road to the Rice Creek Corridor property and a staging <br /> area for cross-country skiing. A portion of the property is controlled under a license <br /> agreement by the National Guard; therefore, Ramsey County will need to work closely <br /> with the National Guard to secure access. Eventually, Ramsey County and the City of <br /> Arden Hills would like to see a trail extending south from the Wildlife Corridor, <br /> connecting to the Highway 96 Regional Trail. The attached map illustrates the parcels <br /> proposed for transfer to Ramsey County. The City of Arden Hills City Council has <br /> 2 <br />
