ARDEN HILLS CITY COUNCIL—January 25, 2010 13 <br /> 7.B. Clarification on the 2010 Pavement Management Program Action (continued) <br /> Civil Engineer Giga clarified that Staff is also seeking direction from Council on moving <br /> forward. If Council chooses to stay with the 24-foot width for Valentine Avenue then Staff will - <br /> continue to look into the State Aid system to determine a replacement road. If Council chooses to <br /> move ahead with the 26-foot design, Staff would need to know if this is in addition to the 24-foot <br /> design or in place of it. <br /> Mayor Harpstead asked if the approval cycle of the project would be altered if Council approved <br /> the 26-foot width in place of the 24-foot width for Valentine Avenue. <br /> Civil Engineer Giga stated according to the City Attorney, the City would not have to reopen the <br /> public hearing if the road width were changed to 26-feet. In the interest of keeping the residents <br /> informed, Staff would recommend an update be sent to them. The schedule that was presented <br /> does allow four weeks for State Aid to review the plans and this would be required if the roadway <br /> were approved at a width of 26-feet. If Council decided to stay with the approved 24-foot width <br /> for Valentine Avenue then there would be no review process and it may be possible to get bids out <br /> in early March. <br /> Councilmember Holden asked if Staff was confident that the City had other roads that would <br /> qualify for MSA. <br /> Civil Engineer Giga stated Staff was confident that the City had alternatives to replacing <br /> Valentine Avenue in the MSA system. <br /> Mayor Harpstead stated Staff had already received action and direction from Council but if <br /> Council chose to change this, now would be the time to make that change. <br /> Councilmember McClung stated Staff should start the process of identifying City streets that <br /> may qualify for MSA so that this is available to the Council in the future. <br /> Councilmember Grant stated he believed the Council would be making a mistake by keeping <br /> Valentine Avenue at a width of 24-feet and removing it from the MSA system. <br /> Councilmember Holmes asked if Councilmember Grant was concerned about the possible loss <br /> of MSA funds or if he thought Valentine Avenue should be 26-feet wide. <br /> Councilmember Grant stated he was concerned about both things. The width of the road is not <br /> going to have as much of a traffic calming effect as the residents are expecting and the City does <br /> not have a lot of roads that would be eligible for MSA and removing one of these could hurt the <br /> City in the long term. <br /> Councilmember Holmes stated this road is only lightly travelled on outside of school hours and <br /> she is not concerned about the 24-foot width. <br />
