The proposal requires the property to be rezoned from the current I-1, Limited Industrial District, <br />to R-4, Multiple Dwelling District. In order to rezone the property, the City's future land use <br />map in the 2030 Comprehensive Plan must also be amended to reflect the new Multiple Family <br />use for the property, which is currently identified as Utility in the City's Comprehensive Plan. <br />The Comprehensive Plan amendment requires Metropolitan Council approval as well as City <br />approval. In addition to the rezoning of the property and the Comprehensive Plan Amendment, <br />the applicants are also requesting a Preliminary and Final Plat to subdivide the property into two <br />parcels, and a Master and Final PUD for the development itself. <br />The 2.76 acre property currently operates under a Conditional Use Permit (CUP) that was <br />approved in 1972 for a 240 foot communications tower. Because the CUP encompasses the <br />entire property it will need to be amended to reflect the proposed legal description for the newly <br />subdivided lot. The City Council will hold the public hearing for the CUP Amendment because <br />notice was not published in time for the Planning Commission meeting. <br />The communications tower and the 1,600 square foot equipment building are located on the <br />south side of the lot. The applicant proposes to subdivide the property into two lots and rnaintain <br />the existing tower and equipment building separate from the housing development. <br />The proposed four-story building consists of 55 housing units with one to three bedrooms, a 55- <br />stall underground parking garage, and a 55-stall surface parking lot. The development would <br />also include a tot lot playground and picnic area for residents. As part of the park dedication <br />requirement, the applicant is proposing to construct an approximately 1,680 foot trail along the <br />south side of County Road F that connects their property with the sidewalk Land O' Lakes <br />completed last year, which connects to Lexington Avenue. The final engineering and location of <br />the sidewalk require approval from Ramsey County and the City. <br />In summary, this proposal includes seven interrelated requests: <br />l. Based on the future land uses, the City can plan for improvements, <br />anticipate infrastructure needs, and create appropriate land use regulations.
