Future development of the Boston Scientific campus, in accordance with their previously <br />approved Master Plan, would impact traffic significantly at a number of key intersections. SRF <br />Consulting has made a number of recommendations, including the installation of a trafiic signal <br />at Hamline and County Road F, for such time when Boston Scientific moves forward with their <br />long term plans. Traffic improvements were also included as conditions of approval for future <br />expansion in the Boston Scientific Master Plan. <br />Finally, the traffic study did not have concerns about the access to the property or the proposed <br />parking. <br />Park Dedication (1130.08 Subd 2) <br />For a subdivision that results in new dwelling units in excess of four units per acre, Section <br />1130.08 Subd. 2 of the Subdivision Ordinance permits the City to require the applicants to <br />dedicate up to ten percent of the buildable land area in the subdivision or to pay a park <br />dedication fee of up to ten percent of the property's land value at the time the final plat is <br />approved. <br />According to information provided by the applicant, the current value of the property is <br />estimated at $750,000. In 2009, Ramsey County assessed the value at approximately $710,000. <br />State Statutes require the City to use the value of the property prior to development when <br />determining park dedication requirements. Based on a value of $750,000, the park dedication <br />fee would be $75,000. In order to meet this obligation, the project includes a 1,680 foot <br />sidewalk that would extend from the subject property to the existing sidewalk at the entrance to <br />Land O' Lakes along the south side of County Road F. The sidewalk would create a safer <br />pedestrian connection to Lexington Avenue and complete a gap in the City's pathway system. <br />The trail on Lexington Avenue connects to Cummings Park to the north and to Super Target and <br />Cub Foods to the south via the trail on the Shoreview side of Lexington Avenue. The City <br />Council and staff expressed concern about the inadequate pedestrian access to this property and <br />to parks at the August 2009 work session. This sidewalk is intended to work toward alleviating <br />those concerns. <br />The cost of the sidewalk is currently estimated at approximately $85,000; however, the details of <br />the trail that will impact the final cost are still being finalized with Ramsey County. Staff <br />expects the developer to be responsible for any potential gap between the park dedication <br />requirement and the cost of the sidewalk.
