Plannin� Commission Review and Amended Conditions of Approval <br />The Planning Commission reviewed the proposed redevelopment at their December 9, 2009, <br />meeting. The meeting also included a public hearing. No public comments were submitted prior <br />to the meeting; however, Staff has since met with representatives of Land O'Lakes and Bethel <br />University, who have expressed an interest in having a fence constructed along the eastern and <br />western property lines. The Planning Commission discussed the fence request but determined <br />that it would not have a positive impact and did not add the fence as a condition of approval. <br />Since the Planning Commission review, staff has had additional discussions with the Ramsey <br />County Engineer and the applicant and is proposing to amend condition number 12. The <br />Ramsey County Engineer feels strongly that a four foot wide boulevard between the curb and <br />trail are needed for safety and snow storage. Furthermore, the City seeks to have an eight foot <br />wide trail to better accommodate multiple uses and to aid snow removal. Staff has amended the <br />condition to require the trail to be eight feet in width and include a four foot boulevard between <br />the sidewalk and the road where possible. The Ramsey County engineer has tentatively agreed <br />to reduce the width of the boulevard in certain areas due to topographic challenges and a nearby <br />wetland. The final layout will require City and County approval. This condition will likely <br />increase the cost of the trail and require the construction of some retaining walls due to grade <br />changes in some areas. <br />Since the Planning Commission meet the applicant has met with Bethel University, Boston <br />Scientific, and Land O'Lakes to discuss concerns and potential mitigation measures to address <br />those concerns. Bethel University has expressed support for the project and Boston Scientific <br />has stated that they are not in opposition to the project. Land O'Lakes continues to have <br />concerns about how the proj ect will impact their property. <br />Findin�s of Fact <br />The Planning Commission offers the following findings of fact: <br />General Findings: <br />1. The Arden Village property is 2.76 acres in size. <br />2. The Arden Village property is currently located in the I-1 Light Industrial District <br />3. The Arden Village property currently has a future land use designation of Utility in the <br />2030 Comprehensive Plan. <br />4. The applicant is proposing to re-plat the property into two parcels; Lot 1 and Lot 2. <br />5. The applicant is proposing to construct 55 units of workforce housing on Lot 1. <br />6. The applicant is proposing to maintain the current use of Lot 2 as a communications <br />tower and related equipment. <br />7.
