' 1:J1 �1: ���L�' <br />MEMORANDUM <br />DATE: March 17, 2010 <br />TO: Economic Development Commission <br />FROM: James Lehnhoff, Community Development Director <br />SUBJECT: TCAAP Planning Process and Zoning Regulations <br />Item. 3.0 <br />Action Request <br />Staff is seeking input on the draft TCAAP zoning regulations, particularly the sections related to <br />commercial development. Section 1320.135 Subd 5 is the section that most relates to <br />commercial development on TCAAP (Page 7-8 of Attachment D). The proposed regulations are <br />intended to generate discussion and lead to the adoption of zoning regulations for the TCA.AP <br />prop erty. <br />Back�round <br />At the February 16, 2010, City Council worksession, staff proposed a TC��AP zoning regulation <br />concept that is based on the mixed use vision that was adopted in the 2030 Comprehensive Plan. <br />After reviewing the concept, the Council directed staff to continue working on the proposed <br />zoning regulations and to begin a review process with the City Council and Planning <br />Commission. It will take several meetings to prepare, review, and edit the language of the <br />proposed zoning regulations. Before the regulations can be adopted, the Planning Commission <br />will hold a public hearing, and the Council will also have the opportunity to hold a hearing. <br />Ideally, the regulations will be approved or close to approval prior to the public auction, which <br />may occur as soon as the last week in June 2010. <br />Because the composition of the Economic Development Commission has changed since the start <br />of the master planning process for TCAAP, this memorandum provides a general overview of <br />the TCAA.P property and planning process. <br />City ofArden Hills <br />C:IDocuments and Settingslbecky.brazyslLocal SettingslTemporarylnternetFileslOLKlSFI031710 -EDCMemo - TCAAPPIanningProcess <br />(2).doc <br />Page 1 of 8 <br />
